Their WMIV Finals match was pretty good and thrilling for it's time, but the March '88 edition of Saturday Night Live (before WMIV), they put on a match that was 10x better than the one at 'Mania.
The clichie thing is to pick Steamboat, but I think the Dibiase matches are all underrated.

The Savage/Steamboat match at Wrestlemania 3 was a good match.

Aside from one time encounters(such as the Dynamite Kid wrestling classic,which was great) I would have to rank my favorite matches with Savage in this order: 1.Ric Flair- WM 8,the 92 house show run,the WCW 95 house show run(which set records for wcw then),Starrcade 95 and Superbrawl 96.Those were all some of the best Savage bouts I ever saw and they were all with Flair.Over the course of 2 promotions,2 different world titles and 4 years, they never got stale .Great stuff although the best encounter may still beWM 8.
2.Ricky Steamboat-Maybe Savages single greatest bout ever.Very dramatic build up with the "crushed larnyx(sp?)" angle on Steamboat.There should have been more high profile bouts between these two,but Hogan got jealous of Steamboat and cut his IC Title run short.Another interseting thing about this match is that Savage actually rehearsed this match with Steamboat for weeks before WM 3.When people tell Steamboat how great this match is,he kinda shugs it off since it was rehearsed and not called during the match.
3.Ultimate Warrior-Ok...the chances of me ranking Warrior as a great opponent for anyone are slim and dim.But in this case he did build up a great story.The house show cage matches and television build up for the WM 7 retirement match was tremendous.And the match did deliver.Even people who knew Warrior was winning were on the edge of their seat for that one.
4.Hulk Hogan-Well he has a very long and twisted history with Savage thats for sure.But really he was a great opponent for savage during his WWF days.Their fued from 89-early 90 brought out the best in both men.From the storyline aspect it brought out the best in Savage as a paraniod heel.From a wrestling standpoint ,Savage brought out the best in Hogan.Before this feud Hogan really did'nt have all that many "great" matches.Randy changed that.Their WCW clashes ,however,were the exact opposite.Tough to watch and a downright chore to sit all the way through.
5.Ted DiBease-Ted was a few nothces below Flair in the sense that he was so good ,he could work anyone.Ted vs Savage in their prime were by and large very good encounters. Honorable mention: Tito Santana-Other than Steamboat,Tito was the best opponent for Savage during his IC Title run.Since Tito had already won the IC strap 2 times,people really bought into him being able to beat Savage for a third.Even though it never happened,the crowds really bought into this feud for a while in 85.

I always enjoyed watch Savage wrestle Honky Tonk for the I-C title... You just KNEW that Savage had all the tools to put HTM away easily (actually, nearly every wrestler HTM faced did, and there lay his biggest talent... making his opponents look VERY good), but HTM always retained, usually by countout or DQ. It was always exciting to see if Savage would win the belt, though!

Steamboat for the obvious reasons, but Honky Tonk deserves my "guilty pleasure" vote. Those matches were wild, not because they were technically brilliant, just the hatred seething between the two was great, Savage turning face was weird, and they were both so narcissistic (apologies to Lex Luger), it was fun to watch them beat the hell out of each other. Plus the idea that the pathetic Honky Tonk Man could lose at any minute.

His match against Ricky steamboat is listed as one of the best wrestlmania matches so far even though savage lost
Then the following year i enjoyed mania4 when he had to get though the tournement, which followed shortly with him teaming with hogan and forming the Mega powers
his match the year after against Hogan was good aswell, even though i didnt want him to split up the mega powers because at the time they were my fav tag team
And then 2 years later at one of my fav wreslemanias against the Warrior in the retirement match which reunited him with Miss Elisibeth (r.i.p) and turned him face again
There all Quality matches, i also enjoyed his feud with jake the snake after he crashed his wedding reception and in the match when jake had the snake actually biting him on the arm

Savages best match had to be vs Steamboat for the IC title. Savage vs Hogan had some really great matches as well, and how can we forget Savages fued with DDP in WCW.

I'll give the nod to DiBiase because I like that Fude emensley.
with Hogan & Steamboat comeing a joint close second.
I'd also like to make honerably mentions to
Dusty Rhodes
(His fude with The Macho King, Queen Sherie & Brother Love was entertaing)
&
The Twin Towers
(Had a great fude with The Meger Powers which lead to the classic Hogan/Savge match at WM 5)

True, when Macho was King he had some good feuds. I haven't seen that era of Macho King in a while, would be good to see again too. Don't really have any of his matches as Macho King though. Yeah, Mega Powers against Trump's "Twin Towers" was a pretty good feud, almost forgot about it.

Hogan vs Savage drew the most money but Steamboat vs Savage was the best to watch

Hogan vs Savage matches were greats and your right it drew tons of money and fans to the arenas. But Savage-Steamboat was definitelt IMO his most exciting match by far.
