Hennig first...easily.But I would also make mention of Rick Rude,Bret Hart,HTM,Don Muraco,and Shawn Michels as the all time best IC champions.Other IC champs who were good (but not as great as those listed above) were:Savage,Tito,Razor Ramon,Jeff Jarrett,Goldust,Randy Orton,Jericho,Beniot ,Angle and Regal.Edge,Christian,RVD and Gurrerro were good too,and while most of them were multiple time champs;none of them held the title for very long.

Honky Tonk Man for me.
He realy was "The Greatest Intercontinetal Champion of all Time."
The man had such a corny gimmick but still managed to be a credibale heel champion for nearly 2 years.
And he was Cool, Cocky & Bad.
(Why is he not in the WWF/E Hall Of Fame??)

Yeah, the Honky Tonk Man had a nice shake, rattle, and roll. He could sure play a mean guitar or use it well you could say, lol. Just ask the Macho Man, lol. He will be in the HOF someday for sure, same as the Macho Man. They are just putting in the older and biggest names first I think. Ex: Hulk Hogan (biggest), Iron Sheik (oldest).

You cann't tell me you would of voted for Greg Valentine over the Wrestlers mentioned? If you were a Hammer fan then that's cool too though.

Perfect was probably the best to watch, but i'd have to give my vote to The Honky Tonk Man, he held the title for well over a year, and the cowardly wasy he often retained it made his character what it was.

I'd go with Ricky Steamboat, because he wrestled a great style, and had an awesome feud with Randy Savage over the IC belt.
