Whether or not it will be "the announcement" at the PPV on Sunday is unknown, but the talk within TNA right now is that they will have a new time slot starting soon. iMPACT! is likely going to be moved to a different night of the week, possibly in the 8-9PM slot, but there is talk of expanding the show to two hours as well.
High school and college schedules have been partially blamed for iMPACT's recent ratings drop, as those are the age ranges for a large percentage of TNA's audience.
